Personality:
Simply put, Elle Driver is a dangerous woman, highly manipulative with a very bad temper and a disregard for human life. Her profession is that of an assassin, and she possesses several psycopathic traits: thrill-seeking, volatile anger, bloodlust, and self-serving manipulative tendencies.
We first meet Elle on her way to poison her rival in profession and love, Beatrix Kiddo. She has absolutely no problem with being ordered to kill the woman in her sleep, even calling it a "luxury". Everyone in the DVAS is hinted to have a specialty, and for Elle, it's not too presumptuous from her methods that her specialty is poison. Not only is she prepared to kill Beatrix so coldly, but she later kills another member of her squad, Budd, by planting a deadly snake in something he's due to rifle through.
It's possible that this is a form of cowardice, this poison, or maybe Elle just doesn't care how she gets a job done, so long as she wins. The man who rips out her right eye, Pai Mei, is much stronger than her, so she kills him by putting poison in his food.
The fact that she kills Pai Mei is telling, too, of the true vindictive soul that Elle is. She brought the removal upon herself by insulting the old master in a burst of temper, and while it's shown that Elle understands some concept of respect for fighters, and understands why things happened the way they did, she still murders him. Seeing as this took years in the making, it shows that Elle is well capable of holding a grudge.
It also shows that Elle is well capable of convincing people that she's not a threat. Again, remember that Pai Mei ripped out her eye after she insulted him. Still, she somehow managed to make up with him and get close enough to poison his meal. Other notable examples of her being manipulative include convincing Budd that she's coming to make a transaction with him when she has, in fact, plotted to murder him painfully, and lying to Bill about his brother's death. Managing her way into a hospital, dressed as a nurse (granted, it's sort of not a very convincing disguise) to kill Beatrix, shows she has some knowledge of how to con her way into things.
Elle seems to sincerely enjoy fighting and killing, perhaps even torture. She plants a black mamba in something Budd's (her lover's little brother) due to open, ensuring an agonizing and delayed death. While Budd is writhing about in agony, she seems to take pleasure (even smokes a cigarette) from reading aloud what she researched about how the black mamba's venom will kill him. She sounds triumphant and laughs when she informs Beatrix about how she killed the woman's master.
Of her virtues, Elle seems to possess only a few. She's intelligent, capable of respect (at least for other killers), and capable of loyalty.
Her vocabulary, combined with the fact she took the time to research the animal that would be killing one of her victims, and is capable of manipulating others, suggests she's a smart woman. Just as well, she cites Budd as an "bushwacking, alkie scrub" for one of the reasons she's killed him, though it's more likely she murdered him because she was jealous he supposedly killed her rival. Bill is a much older man, and intelligent, so as his lover, it's assumed Elle could keep up with him.
Beatrix Kiddo, while someone Elle clearly hates like no other, reveals that Elle is capable of some sense of respect, at least where her fellow killers are concerned. Elle calls Bea "the greatest warrior I have ever known", and admits to Budd that she believes Beatrix deserved a better death than the one he supposedly gave her. When she comes to murder the woman in her sleep, she refers to the act as her "gift" to Beatrix, "a luxury our kind is rarely afforded".
And when Bill calls Elle to call off Beatrix's assassination, it shows several things about Elle. One, Elle responds angrily to the command, revealing an almost childish temper. Two, Elle obeys Bill, showing she will forfeit her own wishes for loyalty (possibly 'love'). Finally, as she leaves, she advises Beatrix to not ever wake up from her coma, but seems delighted to fight her later. So she does have a sense of respect and a desire to prove herself through fighting.
Long story short, it's incredibly funny that Elle's name in the DVAS is California Mountain Snake. The aforementioned snake is (1) not a viper (despite the squad being called Deadly Viper), (2) not venomous (despite Elle's specialty in poison), (3) a constrictor (Elle definitely displays sadistic qualities), (4) capable of eating other venomous snakes (a call to killing Sidewinder) (5) comes in a wide variety of colors (Elle's ability to disguise herself and manipulate).
Abilities:
Elle is a capable killer, able to use martial arts, poison, guns, and swords to get the job done. She'll probably allow herself to be hired out as an assassin once she's settled in.
Before then, she's an excellent manipulator, and will probably pass herself off as mostly harmless to the general population.

I'm new in town, so unfortunately, I'm without the references I'd usually come with, but I've got experience in communications and was a pharmacist, back at home. I'm not particularly picky about what I do, so long as it pays reasonably. I consider myself to be pretty ambitious, and I relish a challenge, so if anyone's got any ideas, don't be shy.
Help a girl out?
[ A slight arch of brow and a wider spread of a smile. She seems upbeat, confident, and possibly a little suggestive, though that's more faint. ]

Elle's been looking to get out her frustrations over a fucked situation for a while now.
It's not the transportation to a new world, though the lack of more familiar technology and social standards in this place annoys the hell out of her. She might miss Bill in some capacity, too.
It's more the fact that she's been having to act the part of a good girl for a while now without any outlet otherwise. For once in her life, she's had to work from the bottom up. It's not that Elle's never had to play The Long Game before, but she's never really had to scrounge for money. There are things she wants, plans she's made, but it's not quick enough. It's frustrating at times.
In the end, it's an uncooperative vending machine that pushes her over the line. All things considered about who and what she is, taking her anger out on an inanimate object is rather fortunate, but no one else in Rapture knows that.
What Rapture sees is a perfectly lovely (give or take an eye) woman, in a skirt, snarling at one of the many vending machines that pepper the underwater city. What a passerby sees is a sudden eruption of violence, fists that pound their knuckles bloody into the glass and, when that doesn't work, a flash of bare thigh as the blonde woman rears back and places a calculated heel into the machine.
She started because the damn thing took her money without spitting out any product. She stays because of the laughter. Elle can't stand it. That stupid fucking clown, that horrible goddamn chuckle. She's not going to stop until something breaks or she wears herself out. It's like a bull that's been whipped in the face by a red cape at this moment.
For a moment, Elle can't give a damn about what she looks like. She can't care about the indecency of it, the childishness of it, or the fear it'll provoke from those witnesses nearby. It feels good. Damn good. Too bad it's not flesh.
